2001 CONVENTION
Offices to be filled by election


1)
ACTS/VIM BOARD (13 members)

*To be elected: Class of 2004 1 clergy/2 lay members
*To be elected: Class of 2003 1 clergy


Multiple nominations; require 3 clergy and 3 lay candidates.

The Bishop
3 year term: 3 clergy, 6 lay members - elected by convention
3 clergy or lay members - appointed by Bishop
Maximum six years

Candidate requirements: attendance at four meetings a year when proposals are being considered for funding. Two meetings between the second week in March and last week in April. Two meetings between the second week in September and the last week in October. Site visits made to grant requesters.
Desirable, but not essential, experience: grant writing, reviewing grants, starting or expanding programs.

2)
CONSTITUTION AND CANONS COMMITTEE (10 members and the Chancellor)

*To be elected: 10 members - (lay or clergy) must be a deputy to the convention at which elected.

Multiple nominations; require 11 candidates; clergy or lay.

The committee serves from the adjournment of the convention at which it is elected until the adjournment of the next annual convention. It reviews the Constitution and Canons and makes recommendations for the amendment thereof and reports to the convention on amendments proposed by others. The committee also reviews Opinions of the Chancellor, as outlined in Canon 20.
The committee meets at the beginning of December to prepare for the annual convention, during convention as necessary, and when called into special session as described in Canon 20.
The Chancellor is a member ex officio and the chair.
Desirable, but not essential, experiences: church law, revising parish constitutions.

Candidate requirement: Adult communicant in good standing; must be a deputy to the convention at which elected.

DIOCESAN COUNCIL (36 members, plus bishops, convention secretary & treasurer, chancellor)

*To be elected: Class of 2003 2 lay/2 clergy members

Multiple nominations; require 3 clergy and 3 lay candidates.

Membership: The Bishop as President; Secretary of Convention; Treasurer; Chancellor, as legal advisor; and
2 clergy, 2 lay appointed by the Bishop
4 clergy, 4 lay elected by Convention
12 clergy, 12 lay elected by Districts

Terms are two years and a maximum of two consecutive terms may be served.

The Diocesan Council acts for the convention in the interim between meetings, works with the Bishop and staff on long-range planning and determining program priorities for presentation to the convention, and, acting for the convention, reviews and evaluates programs approved by the convention.

Candidate requirements: attendance at nine monthly meetings (no meetings in February, July and August); second Wednesday of the month; 6 p.m. to 7:00 p.m. - Evening Prayer and Dinner; 7:00 p.m. to 9:30 p.m. - business session. Meetings held in churches and institutions around the diocese.
Committee assignments: Budget, Congregational Development, Insurance, Planning, Outreach and Steering.
Desirable, but not essential, experience: service on vestry/executive committee, diocesan groups.

ECCLESIASTICAL COURT (7 members: 4 clergy, 3 lay)

*To be elected: Class of 2005 1 clergy
*To be elected: Class of 2004 1 lay
*To be elected: Class of 2002 1 clergy


One nomination necessary for each office.

The Ecclesiastical Court functions at the time of presentment and trial of a priest or deacon in this diocese as described in Canons 17 and 18.

DEPARTMENT OF MISSIONS (18 members plus officers)

*To be elected: Class of 2004 3 clergy/3 lay members
*To be elected: Class of 2003 1 clergy member

Multiple nominations; require 5 clergy/4 lay candidates.

Members: the Bishop; 1st Vice President; 2nd Vice President; Secretary; Treasurer (officers are appointed by the Bishop as directed in Charter on Incorporation 1914); 9 clergy and 9 lay members elected by Convention.

The Department of Missions formulates and implements the mission policy of the diocese in partnership with Diocesan Council and other responsible bodies of the diocese. There are 20 mission congregations and special ministries of which approximately 60% receive financial investment from the DOM, along with several aided parishes. The department, with the bishop as its president, not only assists congregations that need support, but also works to set mission churches as models of excellence in all aspects of church life.

Candidate requirements: participation at monthly meetings, the third Wednesday, 6 p.m. to 10 p.m.; liaison to one or more missions and/or aided parishes to establish covenants with the DOM, monitor progress and provide resources.
Desirable, but not essential, experience: service on vestry or executive committee, finance, real estate, property maintenance, creating programs.

DIOCESAN REVIEW BOARD (7 members)
*To be elected: a total of 4 clergy, one for each of the classes 2002, 2003, 2004 & 2005
*To be elected: a total of 3 lay, one for each of the classes 2002, 2003 & 2004

The Diocesan Board of Review will oversee matters of clergy discipline under Title IV.

THE STANDING COMMITTEE (8 members)

*To be elected: Class of 2005 1 clergy/l lay members

Multiple nominations; require 2 clergy and 2 lay candidates.

4 clergy and 4 lay members are elected by Convention for a four (4) year term. A maximum of eight (8) consecutive years may be served.

The Standing Committee is the Bishop's council of advice and the ecclesiastical authority when there is no bishop in charge. Additionally, the Committee:
- gives consent to elections and resignations of bishops;
- approves any encumbrance of real property and sale of real property;
- approves modifications or revisions of judicial sentences;
- recommends postulants for candidacy, candidates for ordination to the diaconate and deacons to be ordained priests.
Attendance is required at ten monthly meetings, held the second Wednesday at 12:35 p.m. Committee assignments as required.
Desirable, but not necessary, experience: law, real estate, vestry/executive committee, diocesan groups.

8)
TRINITY & ST. PHILIP'S CATHEDRAL CHAPTER (18 members)

*To be elected: Class of 2004 1 clergy/1 lay members
Multiple nominations; require 2 clergy and 2 lay candidates.

The membership of the Chapter is as follows:
- The Diocesan Bishop as President
- Bishops
- The Dean
- Archdeacons, if any
- 3 clergy & 3 lay persons elected by Convention for a one 3-year term
- 3 clergy & 3 lay members appointed by the Bishop for a one 3-year term
- 2 wardens, 1 treasurer, 1 clerk and 9 lay members elected from and by the congregation

Under the joint consolidation agreement and the Constitution of the Cathedral, the Chapter shall have the regulation, management and administration of temporal affairs of the Cathedral and the decision in such spiritual matters pertaining to its administration as may be referred to the Chapter by the Bishop or the Dean.
Attendance is required at quarterly meetings. Desirable, but not necessary, experience: vestry, diocesan groups.

9)
TRUSTEES OF EPISCOPAL FUND & DIOCESAN PROPERTIES

*To be elected for life term (or until resignation): 1 member (clergy or lay)

The Trustees hold title to and administer the funds and real estate for the benefit of the Diocese. Under Canon 9, the Trustees administer all real and personal property and endowment funds of aided parishes and incorporated missions.

Candidates must reside in the geographical area of the diocese.
